Domestic and National Brand in Rail Systems – Dr. İlhami Pektaş
Rail system vehicles under the name of 14 brands from 12 countries have been imported since 1990. Domestic contribution and national brand production have accelerated since the establishment of ARUS in 2012. As a result of the great efforts of ARUS, 51 % domestic contribution requirement was added to the agreement for the 324 metro vehicles whose tender was made in Ankara in 2012, which became the milestone in Turkey for the beginning of the domestic and national production. Since then, the domestic contribution rate has increased to 70 %, thus our national brands have started to be produced and serve in the cities.
The best examples are 18 SilkWorm trams and 60 Green City light rail transportation vehicles produced for Bursa Metropolitan Municipality, 12 Panorama- national brand- trams manufactured for Kocaeli Metropolitan Municipality, 8 Panorama national trams produced for Samsun Metropolitan Municipality and 30 trams produced for Istanbul which were manufactured by Durmazlar; and 31 Talas- national brand- trams produced for Kayseri Metropolitan Municipality by Bozankaya, 18 Istanbul- national brand- trams manufactured for Istanbul Metropolitan Municipality by Istanbul transportation. Today, these vehicles serve in Bursa, Kayseri, Kocaeli, Samsun and Istanbul. Besides, ARUS members have opened the door of export with 88 metro vehicles produced for Bangkok/Thailand by Bozankaya, 20 trams for Poland whose tender was won by Durmazlar and 16 trams for Romania whose tender was won by Bozankaya, and tender of 213 tram vehicles won by H.Eurorem for Poland.
Formed as a result of the intensive work of TÜLOMSAŞ, TCDD Taşımacılık and ASELSAN technical teams, the new generation and environmentally friendly HSL 700 was exhibited at Innotrans 2018 Berlin. The new generation DE10000 locomotive was introduced at EurasiaRail Izmir 2019. With the trains developed by Tülomsaş, Tüvasaş and Tüdemsaş, Bomdardier Metro vehicles revised completely by Aselsan, and the National Metro vehicle developed by Bozankaya within the scope of TEYDEP project; ARUS members have proven themselves in domestic and national production all over the world.
ARUS’s domestic and national brand production activities have started to give results as a state policy. With the Prime Ministry Circular numbered 2017/22, passing the law of 51 % domestic contribution and published on the Official Gazette dated November 7, 2017 numbered 30233, and the regulations of “Procedures and Principles Related to the Implementation of Industry Cooperation Program” dated August 15, 2018, numbered 36, and approved by the Presidency; the domestication and national brand production processes in the public acquisitions have been officialized. With the maximum effort made by ARUS for the 11th Development Plan, the decisions below have been made:
- The main objective is to develop the R & D, design and production capabilities of the domestic industry and to create a national brand in this field in order to produce the rail system vehicles and their critical components with domestic means.
- In order to ensure coordination between the relevant institutions in the domestic production of rail system vehicles and monitoring of domestic added value, the necessary arrangements and financial measures will be put into effect in order to procure the national vehicles produced by public institutions and municipalities with the resolution of Industrialization Executive Board.
- The Ministry of Industry and Technology will make inventory and demand and supply planning on rail system vehicles with the Ministry of Transport and Infrastructure and submit them to the Industrialization Executive Board; public procurement and long-term ordering methods will be decided by the Board.
- Determination of the existing inventory in rail system vehicles and determination of the existing public-private production structure and qualifications related to demand and supply expected to be formed in the medium term will be made by the Ministry of Transport and Infrastructure.
- Vehicle standards will be developed for tram, light rail and subway vehicles used in urban transportation and urban vehicle registration system will be established.
- Design and domestic production of all rail system vehicles will be conducted with national means.
- Design and production of critical components in rail system vehicles, especially traction system, bogie, train control system, passenger information system, pneumatic systems, vehicle body design, system integration and gear box will be conducted by national means.
- The production of the national electric train series will be completed in 2020.
- Mass production of the national electric locomotive will start in 2022.
- The prototype of the national high-speed train will be completed in 2023.
11th. 80 percent domestic level will be achieved in all rail system vehicles including metro and tram production in 2023.
- The institutional capacity of public and private sector organizations producing rail system vehicles and spare parts will be increased through joint studies with universities; sales, marketing and branding strategies will be created and foreign market and export opportunities will be developed.
- Training programs will be established to meet the needs of project managers, system administrators, system engineers and design engineers who will take part in the design, development, production, testing and certification processes of rail system vehicles.
- In order to ensure the continuity of the quality and reliability level of the domestic rail system vehicles produced in our country, the National Rail Systems Test and Research Center in Eskişehir, which can serve nationally and internationally, will be completed, an independent structure will be established and the operating model including the related institutes and research centers will be put into service.
ARUS members and the Turkish industry are able to produce all domestic and national brand products related to rail systems. For this purpose, 7000 trams, LRT and subway vehicles, 2,104 high-speed trains, speed trains, DMU, EMU and suburb trains and 31,200 wagons, which will be produced by 2035 and have a total infrastructure of 100 billion Euros, will be manufactured by the Turkish industry as domestic and national brands; thus, 100 billion Euros will be ensured to remain in our country.
As ARUS, what we have done is the guarantee of what we will do. From now on, we do not want to see imported products in our country.
